CAMPA

As per the provisions of Forest Conservation Act 1980 it is mandatory to get prior approval of Government of India for the use of forest land for non-forestry use. In forest land transfer cases in accordance with the conditions imposed by the Government of India and the State Government sum is received from the demanding departments under the heads of compensatory plantation, net current value, transfer/use of wild life regions and other special terms/ in accordance with the order issued by Supreme Court. Above sum is deposited in the account of Government of India as a fund created as ad hoc CAMPA through the order of Honorable Supreme Court. Uttar Pradesh CAMPA has been constituted in accordance with the guidelines issued by Ministry of Environment and Forest, Government of India, New Delhi. Uttar Pradesh CAMPA was registered on dated 12-08-2010 under Societies Registration Act -1860.

For the implementation of annual operational scheme approved by Uttar Pradesh CAMPA steering committee of fixed amount is transferred in the account of Uttar Pradesh CAMPA annually by ad hoc CAMPA Government of India. For the implementation of annual operational scheme of the year 2009-10 a sum of Rs. 47.0962 Crores on dated 10-05-2010 and for the implementation of annual operational scheme of the year 2010-11 a sum of Rs. 35.3505 Crores on dated 16-03-2012 and for the implementation of annual operational scheme of the year 2011-12 a sum of Rs. 30.48 Crores on dated 23-09-2013 was transferred to the account of Uttar Pradesh CAMPA by the ad hoc CAMPA Government of India.

For the implementation of annual operational scheme for the year 2009-10 a sum of Rs. 36.2553 Crores, for the implementation of annual operational scheme for the year 2010-11 a sum of Rs. 31.3996 Crores and for the implementation of annual operational scheme for the year 2011-12 a sum of Rs. 25.8486 Crores has been released to the implementing agencies.

After the approval of Uttar Pradesh CAMPA steering committee, annual operational scheme of Rs. 4725.86 Lakhs for the year 2012-13 of the Uttar Pradesh CAMPA has been sent to Government of India for the release of fund. Since the sum for the year 2012-13 has not been released by the Government of India therefore unused sum of Rs. 6.0947 Crores of annual operational schemes of the year 2009-10 is being used for approved works of the year 2012-13 after the approval of steering committee for the expenditure of the fund in forthcoming annual operational schemes.

Against a total sum of Rs. 99.5982 Crores a sum of Rs. 83.9069 Crores released to the implementing agencies has been spent till the month of December 2013. From the above sum besides the work propose by NPV 4109.01 ha tree plantation has been completed and apart from this 508882 seedlings have been planted.
